On Shaina, the Fire Chakram Dancer you want to first get 30% Accuracy (55% after her passive) for DB10 and other PvE content then focus on Damage and Speed.

GB10 (0/10): After her nerf Shaina is no longer usable for GB10.
DB10 (8/10): Shaina is still great for DB10 even after her nerf. She is a very reliable defense breaker and can put up big damage.
NB10 (10/10): She is amazing in Nerco B10 because she has tons of Multi-Hits and helps clear the waves faster with AoE defense break.
ToA (7/10): Shaina is no were near as good for ToA after the nerf, however she is still pretty good because of her AoE stun and synergy with the fire boomerang who has 2 AoE stuns.
Rift of Worlds (7/10): Shaina is no longer good in a twins R5 team but really shines in Rift Beasts where she brings the most reliable defense break and huge twins damage.
Labyrinth (5/10): She is usable in some Lab stages but without her ATB push back she's not that great.
Dimensional Hole (4/10): She can be used here but there are better options now.
Arena (0/10): No longer good for arena after her nerf.
Guild Wars (6/10): Shaina is not bad in Guild Wars on a shield, will team. One popular comp is Sabrina, Shaina, Triana.
RTA (0/10): Shaina is no longer usable in RTA after her nerf.
Here is everything you need to know about the monster.
Overview: Shaina is no longer a must have monster like she used to be but she is still very good. She will help you out a lot with early-mid game progression.
How To Build / Rune: You'll want around 55% accuracy so she can land her Defense break in DB10. You should then try to get around 165-180 speed, 80%+ Crit Rate and then everything else into ATK and Crit DMG.
The reason I recommend the "All Content Build" over the Violent build is because in Rift Beasts having Violent is actually bad and she doesn't need Violent in order to perform in Cairos Dungeons, ToA, or Guild Wars. The stat requirements to use Shaina in all content is so high that if you want to put her on Violent you will have to use some of your best Violent runes, but why waste your best Violent runes on a mainly PvE monster that can do her job just as well (and sometimes even better) on pure stat sets?
How To Counter In PvP: If you encounter Shaina in RTA the best you can do is to ban her so that the Boomerang they picked becomes very weak.
If you find her in Arena defense you have to counter her by out speeding her with your own speed lead or use a shield will team if they have no stripper.
